It was the first event of the Toronto meet up group, Cartoon Enjoyment League's calendar. Up and running since January 2012, Shorts that are Not Pants is a festival, with quarterly screenings, that helps to fill the hole in Toronto left by the hiatus of the World Wide Short Film Festival.
